President
James Norris is responsible for developing, coordinating, managing, and implementing plans and strategies designed to identify and capture new market and business opportunities and retain existing business aligned with Sabre’s strategic growth plan. With over 25 years of experience including strategic planning, program management, operational leadership, and business development, Mr. Norris provides expertise in progressing the balanced growth of Sabre Systems. James holds a Master’s degree in Management from the Florida Institute of Technology.

Deborah Kliman
Vice President of Human Resources
Deborah Kliman provides guidance and oversight on all corporate HR operations including benefits, onboarding, training, professional development, and employee relations. Ms. Kliman joined Sabre in 2009, bringing more than 20 years of HR expertise. Ms. Kliman holds two professional HR certifications, the Professional of Human Resources (PHR) certification and the Society of Human Resources Management Certified Professional (SHRM-CP) certification. She is currently active at the Greater Valley Forge Human Resource Association and held numerous positions including President. Also serves as a Career Advisory Board Member for Arcadia University and Career Advisory Council Member for Campus Philly. She is an advocate for veteran hiring and works on several panels to promote the transition of military personnel to corporate careers. She holds a Bachelor’s in Business Administration from Arcadia University, and has completed the Michigan Ross School of Business’ Strategic HR Planning Executive Education Program.

Vice President, Business Administration and Operations Support
In her role as Vice President of Business Administration and Operations Support at Sabre Systems, LLC., Ms. Matthews oversees the Proposal, Marketing and Communications, Pricing, Contracts, Program Support, and IT teams. Ms. Matthews holds a Master of Science degree in Management with a specialization in Procurement and Contracts, and a Bachelor of Science degree in Business with a specialization in Finance.
With over 35 years of experience in government contracts, finance, strategic planning, and corporate operations, Ms. Matthews brings a wealth of knowledge and expertise to her position. She joined Sabre in 2018 and has since held several key roles, including Director of Pricing, Senior Executive Director of Proposals and Pricing, and Vice President of Proposals, Pricing, and Contracts.

James Kampfer is responsible for all areas of Accounting and Finance, including FP&A, Treasury, and Government Compliance. James has a Bachelor’s of Science degree from Villanova University and an MBA in Accounting from Rutgers Business School. He is also a Certified Public Accountant and brings over 30 years of Government Accounting/Finance experience spanning the Aerospace, Electronics, Manufacturing, and Service areas. James enjoys using his 30+ years of experience to guide and mentor an energetic and talented team of professionals.

Mr. DePriest is responsible for driving operational excellence and delivering high quality, innovative software and system engineering solutions to NAVAIR. He brings over 35 years of combined Navy and Civilian experience in Naval Air Systems Command programs and has supported all phases/aspects of program acquisition and engineering.

Robert Hanley is responsible for developing and executing Sabre Systems Cyber Security Safety and Mission Assurance, Systems Engineering, and MBSE programs. Mr. Hanley is the Chief Solution Architect for all Cyber Solutions within Sabre Systems. He serves as Chairman of the Virginia Tech Aerospace and Ocean Engineering Advisory Board, is a member of the Board of Directors for the Association of Airworthiness Professionals, and member of the College of Southern Maryland Cyber Security Council. Mr. Hanley holds a bachelor degree in Aerospace and Ocean Engineering from Virginia Tech University.

With over 25 years’ experience in the design and development of advanced capabilities for the US Government, Mr. Burbank leads Sabre Army programs and operations and serves as the chief solutions architect for all communications and networking solutions within Sabre. Mr. Burbank also leads Science, Technology, Research and Development activities at Sabre. Mr. Burbank has his BS and MS in Electrical Engineering from North Carolina State University, and is currently pursuing his PhD in Electrical Engineering at the University of North Dakota with his dissertation research on the topic of PNT in GPS-denied environments.

Brian Harper is Vice President of Sabre’s Digital Transformation practice, serving as Program Manager for several transformation, IT and software engineering Government engagements. He is also a senior strategy and operations professional and proven leader-serving clients in the Defense and National Security Sector for over 27 years. Brian joined Sabre in January 2017 in the Defense Operations and Business Development sector. Mr. Harper holds a BS degree in management, an MS degree in information systems and is a Certified Project Management Professional (PMP). Mr. Harper is responsible for Sabre’s digital transformation offerings, building client and partner relationships and integration across Sabre’s DoD, Civilian and Commercial markets.

Andrew Macyko is responsible for acquisition and project management support to the NAVAIR Integration and Interoperability/Rapid & Non-Standard Acquisition Operations Officer for Urgent Operational Needs with AIRWorks and AIR 4.11 Rapid Capability Engineering and Integration Division. Mr. Macyko is responsible for leading rapid response business growth through development and delivery of quality services and innovative solutions. He has a masters degree in Aviation Systems from the University of Tennessee and National Security and Strategic Studies from the U.S. Naval War College.

George Sulich is the Vice President of the Navy/Lakehurst Division and is responsible for providing leadership, management and oversight of all aspects of the Navy Lakehurst/Philadelphia Division. He holds a Bachelor’s of Engineering in mechanical engineering from Stevens Institute of Technology, a Master’s of Engineering in engineering management from Widener University and a Certificate of Completion from the Defense Systems Management College Program Management Course. He also brings over 37 years of industry experience to Sabre.
